Risk Management
Summary:
The Risk Management position performs professional work involving the administration of the Abbeville County Safety and Risk Management programs.

- Supervises, directs, and evaluates assigned staff; approves and processes employee concerns and problems and trains staff in operations, policies, and procedures.
- Implements and enforces loss control and safety measures to minimize liabilities and job-related injuries; budgets, implements, and manages special programs designed to eliminate or reduce risk factors in the County.
- Manages claims associated with employee injuries, claims against the County, or third-party liabilities; conducts investigations of accidents, injuries, and property damage by photographing scenes, drawing accident diagrams, and interviewing claimants and witnesses; prepares reports of findings. Prepares and files claims for indemnification or other claims on behalf of the County where appropriate.
- Reviews all property/liability insurance claims.
- Oversees internal claims audits for self-insured Risk Fund; sets reserves for outstanding future liabilities.
- Participates in Emergency Operation Center operations when activated.
- Assists Human Resources director with preparing risk management and worker’s comp budgets for submission and approval; calculates Risk Allocation Funding Program for all departments.
- Researches and prepares materials and evidence for County Attorney on third-party claims; testifies in hearings and court as needed; assists the Third-Party Administrator and attorneys with settlement/mediation of claims.
- Maintains and updates computerized data/information on accidents and injuries, property damage, insurance claims, and risk management trends.
- Directs the Abbeville County’s Workers’ Compensation program including the Return-to-Work program; consults with third-party administrators, physicians, and other medical providers, third-party administrators, attorneys, mediators, and claims experts as required. Investigates claims; determines compensability; requests State Board filings; reviews medical reports; authorizes medical payments.
- Implements and enforces safety programs; identifies safety training needs in County departments; provides education and training to employees as needed.
- Develops training programs for County Utility employees, (i.e., Common Industrial Safety, etc.)
- Conducts or oversees announced and unannounced safety inspections of Abbeville County facilities, vehicles, and equipment to identify potential safety hazards; takes corrective action to reduce the County’s exposure.
- Compiles and reviews underwriting data for the Abbeville County insurance renewal policies; makes recommendations for changes in policies; negotiates terms of insurance policies.
- Research OSHA regulations, state laws, County ordinances, safety manuals, and risk management textbooks in performing loss control duties.
- Operates a personal computer to enter, retrieve, review, or modify data, utilizing Microsoft Word, Microsoft Office, Excel, Access, spreadsheet, database presentation, Internet, e- mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
- Maintains investigation data and activities in the system of record. Detects trends and gaps in data entry.
- Prepares and files claims on behalf of the County with insurance companies to recover for damages to County property; manages county policy regarding care for county property by employees; Analyzes accident and injury incident trends and loss exposures for all County operations; analyzes employee movement and work habits; prepares reports or statistical analysis as required; recommends corrective action to County Manager and Department Heads.
- Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions.
- Monitors medical care to ensure appropriateness of treatment, including review of medical reports and bills to verify applicability to claim, and maintains and updates workers’ compensation Panel of Physicians list and postings.
Experience Qualifications:
- Knowledge of categories of risks and types of coverage available.
- Knowledge of safety rules and regulations and ability to interpret and apply them.
- Knowledge of personal computers and relevant programs.
- Knowledge of the methods of motivating supervisors and employees to increase awareness of safety practices.
- Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to carry out investigations, determine the cause of accidents, and initiate corrective action.
- Ability to communicate effectively through oral and written means.
- Ability to maintain records and make reports from such records.
- Ability to maintain effective working relationships with fellow employees and with members of the general public.
Physical Demands
- Performs medium to heavy work that involves walking, standing, stooping, lifting, digging, pushing and raising objects and also involves exerting between 20 to 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.
