The purpose of the class is to be responsible for the daily operation, personnel, and the budget of the Board of Elections and Voter Registration.  Directs and oversees the conduct of Primary, General, Municipal, and special elections; organizes and implements the policies and procedures of the Board of Elections and Voter Registration to ensure proper registration of each voter in the correct precinct/districts within the county; ensures compliance with Federal, State, and Local election laws. Directs and oversees redistricting and reapportionment; directs and oversees absentee and fail-safe precincts; directs and oversees the supervision of poll workers, full-time clerks, and other temporary and part-time office personnel.  Communicates with candidates, media, political parties, and elected officials.   Speaks at functions and demonstrates voting machines to educate the citizens of Abbeville County on the use of the voting machines and the voting process. Works with the general public on Voter Education Outreach – teaching and registering the citizens of Abbeville County.  Remains in constant adherence with the Voting Rights Act of 1965.  Works closely with other County Registration Boards Directors regarding voting issues.  Assists the Board of Elections and Voter Registration with the certification of elections; works directly with the Election Commissioners with failsafe, provisional, and challenged ballots that are cast on Election Day.  This class works within broad policy and organizational guidelines and does independent planning and implementation.

Associates degree in business, management, or related field with three to five years of experience in the registration/election field; or equivalent. Combination of training and experience, which provides the required knowledge, skills, and abilities.

Other requirements:

  • State certification within 18 months of appointment and yearly recertification.
  • Successful completion of pre-employment background checks and testing.

EXPERIENCE REQUIREMENTS:

Requires three to five years full-time managerial, administrative or supervisory experience in a governmental agency and at least five years is desirable in administering a Voter Registration or Elections program or supervising a staff engaged in Voter Registration and Election activities, at the municipal, county level or above.
