Accountant II/Payroll

Summary:
The purpose of this position is to perform highly responsible accounting work in accordance with generally accepted accounting principles. Also, to assist the Finance Director in planning, design, development, and implementation of the County’s accounting system. This class works independently, with limited supervision, reporting major activities through periodic meetings.
Essential Duties
- Payment of employee’s payroll, including related federal and state reporting. Assist with and monitor employee benefits.
- Payment of jury checks as needed, prepare miscellaneous invoices as needed.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Assists with the development of reporting systems for departmental and Countywide financial programs.
- Assists with establishing and monitoring Countywide financial management policies and procedures.
- Assists with the annual preparation of the budget and the financial report.
- Assists in the administration of Countywide grant programs and maintains compliance with Federal and State regulations.
- Monitor budget, perform or assist in financial analysis and statement preparation.
- Assist with preparation and/or processing of financial reports, policies and procedure manuals, federal and state grant reports.
- Provide technical assistance to all department heads and accounting staff on policies, procedures, and guidelines as it pertains to accounting systems, designs policies, and procedure manuals.
- Receive and/review records and reports such as general ledger, budget transactions, cash requirements, and any other issues from other departments.
- Performs related work as assigned.
Minimum Education and Experience Qualifications
- Associates degree in Finance or Accounting or closely related field.
- Four (4) years of finance experience, preferably with a municipal government, or equivalent combination of education and experience.
- Knowledge of the principles, practices and theories of accounting, auditing, banking, budgeting or financial management.
- Knowledge of county governmental fiscal and budgetary processes.
- Knowledge of laws, regulations and policies applicable to the area of employment.
- Knowledge of EDP financial information and reporting systems.
- Ability to proficiently apply mathematical concepts.
- Ability to interpret and analyze complex financial data and reports.
- Ability to plan, assign, review, and supervise the work of others.
- Ability to communicate effectively
