The purpose of this position is to assist the Assessor with the administration of the assessor’s office, certifying an annual assessment roll to the County Auditor of all taxable real estate within Abbeville County; supervise office staff and all property appraisals and reassessments of all real estate in accordance with State laws and regulations.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Duties

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; Trains office staff and appraisers, gives advice and direction as needed.
  • Appraises a wide variety of real property including urban, rural, commercial, and farm property for tax assessment purposes. Lists and appraises new construction, additions or improvements to existing structures or property.  Personally performs the more difficult appraisal work, including commercial and complex properties in which the appraisal involves unique or difficult problems.
  • Gathers and evaluates real property sales data for the purpose of determining units of valuation, trends and ratios as indicators of current, future and past value used in the appraisal of properties.
  • Reviews properties under appeal for accuracy and correctness. Determines appropriate action to be taken during the appeal process including: taxpayer conferences, appraisal work-ups, presentations to County Board of Assessment Appeals and Expert witness at Administrative Law Court.
  • Diligently searches for and discovers all real property not previously taxed.
  • Supervises applications for special assessment as legal residence and agricultural exemptions.
  • Supervises, trains staff and calculates rollback taxes, commercial exemptions and developer’s discounts.
  • Explains assessment law and policy to the public.
  • Maintains knowledge of current and pending legislation affecting appraisal policies; recommends changes in department policy and procedures as appropriate.
  • Assists the Assessor with data entry, updating files, and act as Assessor when needed.
  • Analyzes tax data and prepare statistical reports.
  • Provide customer service and assist with a wide variety of issues including but not limited to: property location, lines, deeds, complaints, exemptions, appeals, name/address changes, and parcel number changes.
  • Train and assist employees and appraisers with daily activities.
  • Performs related work as assigned.

Minimum Education and Experience Qualifications

  • Bachelor’s degree or Associate’s degree in a specific business category or 30 hours of specific college courses or licensed for 5 years in good standing holding, at minimum, a Certified Residential Designation.
  • Five (5) years of experience with appraisals and or assessments or an equivalent combination of education and experience.
  • Special Certifications and Licenses:
  • Requires a minimum Certified Residential Appraiser Certification by the South Carolina Real Estate Appraisers Board to supervise Apprentice Appraisers.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
