Summary:

The purpose of this position is to manage the collection of delinquent taxes and related matters.

This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Essential Duties

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Collects information and prepares a variety of detailed reports, records, and correspondence including null bona, tax sale, seizure notices, posting properties in default, bad check notification, among others.
  • Files proof of claims and research tax law as necessary in bankruptcy cases
  • Collects and maintains data for mobile homes and sends notices to lienholders, mortgages and mortgagors.
  • Manages a variety of miscellaneous tasks related to the tax collector’s office including the levying of taxes on all delinquent real and personal property, preparation of public advertising regarding the sale of delinquent property, researching property records, preparation of tax titles and conveyance of real estate to the new property owner, etc.
  • Directs the billing, collection, and daily deposits of delinquent taxes.  Reconciles accounts and maintains detailed records of all funds including delinquent taxes, sales, and redemptions, funds received from the collection of taxes, bids at tax sale, and bankruptcy and related.
  • Plans, coordinates, and directs the tax sale for both the County and the City including notification to bidders and collecting information for the new titles, voiding a tax sale when necessary, and refunding money to bidders when appropriate.
  • Prepares annual budget for the department.
  • Interacts with a variety of offices, agencies, and individuals in order to exchange information and resolve problems pertaining to taxes and related matters, including the general public, delinquent taxpayers, paralegals, employees, attorneys, business, the County Director, and other County offices including the Auditor, Treasurer, and Tax Assessor.
  • Stays abreast of changes in tax law and implementation practices.
  • Enforces the law in regard to delinquent tax accounts.  Coordinates with Tax Assessor concerning the seizure of properties to satisfy taxes that are delinquent or were paid with bad checks.
  • Performs related work as assigned.

Minimum Education and Experience Qualifications

  • High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one (1) year of college.
  • One (1) year of related experience; or an equivalent combination of education, training and experience.

Special Certifications and Licenses:

  • Successful completion and maintenance of certifications as required.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

Physical Demands

  • Performs sedentary work that involves sitting most of the time but may involve walking or standing for brief periods of time: requires little or no dexterity.
