Summary:
The purpose of this position is to supervise the operations of the Assessor’s Office; organize and implement programs within major organizational policies; maintain a continuous record of real property transactions, building permits, tax maps, and other records necessary for a continuing reassessment program ensuring compliance with all applicable policies, procedures, laws and regulations.
This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Essential Duties
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and discharge as appropriate.
- Determines assessments and reassessments of real property, plans and implements a County-wide reassessment every five years in a manner that the assessed and fair market values are uniform throughout the county and in compliance with state laws and Department of Revenue regulations.
- Appears as necessary before an appellate board to give testimony and present evidence as to the justification of an appraisal.
- Gather and evaluates real property data for the purpose of determining units of valuation, trends and ratios as indicators of current, future and past value used in the appraisal of properties.
- Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel, elected officials and citizens regarding areas of responsibility
- Coordinates department activities and functions with those of other County departments, municipalities and outside agencies as appropriate
- Plans and establishes policy to maintain data integrity, identify problems with real estate data and write MSSQL scripts to find and fix those issues.
- Provides a variety of information to the public regarding property appraisal procedures, policies and methods; answers the more technical questions regarding assessments; and monitors and evaluates customer service
- Explains assessment, law and policy to the public. Defend laws, values and policies before the County Board of Assessment Appeals and Administrative Law Court.
- Develops and administers the department budget; controls expenditures and ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
- Personally, performs or assists subordinates with the more difficult appraisal work, including commercial and other complex properties in which the appraisal involves unique or difficult problems
- Diligently searches for and discovers all real property not previously taxed.
- Performs related work as assigned.
Minimum Education and Experience Qualifications
- Bachelor’s degree in Administration, Finance, Tax, Accounting or related field or equivalent proven assessment experience.
- Six (6) years of appraisal experience or an equivalent combination of education and experience.
Special Certifications and Licenses:
- Requires Certified Residential Appraiser certification or Certified General certification by the South Carolina Real Estate Appraisers Board to supervise Apprentice Appraisers.
