Summary:
The purpose of this position is to list and appraise properties in Abbeville County for tax purposes. This position performs various tasks related to the valuation and assessment of residential, agricultural, commercial and complex real estate.
This position works independently, under limited supervision, reporting major activities to the Assessor and or Deputy Assessor through periodic meetings.
Essential Duties
- Appraises a wide variety of real property including urban, rural, commercial, and farm property for tax assessment purposes. Lists and appraises new construction, additions or improvements to existing structures or property.
- Gathers and evaluates real property sales data for the purpose of determining units of valuation, trends and ratios as indicators of current, future and past value used in the appraisal of properties.
- Applies data for appraisals using current appraisal techniques and commonly accepted appraisal practices.
- Lists all components of property improvements.
- Reviews properties under appeal for accuracy and correctness. Determines appropriate action to be taken during the appeal process including: Taxpayer conferences, appraisal work-ups, presentations to County Board of Assessment Appeals and Expert witness at Administrative Law Court.
- Verifies property transfers, explores conditions pertinent to those transfers and establishes assessability.
- Coordinates with the assessor and the appraising supervisor to insure uniformity between all appraisals.
- Answers inquiries of the public regarding assessed values and pertinent appraisals.
- Assists County officials with inquiries and special projects.
- Resolve customer disputes and explain appropriate tax laws.
- Assist Department of Revenue with manufacturing properties.
- Performs related work as assigned.
Minimum Education and Experience Qualifications
- Requires a High School Diploma or GED
- Requires four (2) years of progressively responsible appraisal experience; or possession of any equivalent combination of education, training, and experience.
Special Certifications and Licenses:
- Requires South Carolina Appraiser Mass License. Appraiser Mass Certified Residential or Appraiser Mass Certified General. Certified Residential or Certified General License, preferred or the ability to obtain one within prescribed time frames.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
Physical Demands
- Involves walking, standing, stretching and bending for moderate periods of time: Performs sedentary work that involves sitting, staring at computer screens moderate periods of time. May involve exerting up to 20 pounds of force on a recurring basis, requires skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of electronic office tools within moderate tolerances and limits of accuracy.
