Library Director

Summary:

The purpose of this position is to administer and supervise the operations of the Library system, including the development of policy, supervision of professional personnel, planning and organization of services to the public and development of administrative procedures.

This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Reports directly to the Library Board.

Essential Duties

  • Supervises, directs, and evaluates assigned staff, (less than 20 people across three locations), processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Responsible to understand and apply all appropriate County policies, ordinances, and directives as they relate to Library operations.
  • Provides staff support to the Library Board of Directors by assisting with meetings, preparing reports, and implementing policy decided by the Board.
  • Coordinates and assists the Board with setting strategic initiatives through a strategic planning process.
  • Confers with State agencies, other public libraries, corporations, and community groups in the development of library programs for the Town and assists in coordinating interlibrary program efforts.
  • Directs and controls the expenditure of departmental fund allocations within the constraints of approved budgets.
  • Prepares various statistical reports on finances, library usage, visits, materials usage, programming attendance, staffing, and computer usage.
  • Directs the development and maintenance of a public library collection of books, periodicals, records, films, tapes and a variety of other library materials.
  • Prepares grant requests to state and federal agencies and non-profit foundations and assists the County Finance Department with administering grant funds upon award.
  • Evaluates library services such as library public programming, circulation, reference, public computer access, youth services, community services, and public information.
  • Performs related work as assigned.

 

Minimum Education and Experience Qualifications

  • Master’s Degrees in Library and Information Sciences from an American Library Association Accredited university.
  • Four (4) years of responsible management experience in the library field of which two (2) are in a supervisory position; or an equivalent combination of education, training and experience.
  • Project management and Information Technology experience preferred.

Special Certifications and Licenses:

  • Requires South Carolina Public Librarians certification.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Must pass background checks.

Physical Demands

  • Performs sedentary work that involves sitting most of the time but may involve walking or standing for brief periods of time: requires little or no dexterity.
