Assessment Specialist

Summary:
The purpose of this position is primarily customer service and requires constant contact with the public. The specialist must be knowledgeable of tax law, be able to explain various aspects of the law to the public and interpret the laws for proper implementation of real property classifications and exemptions. This position performs simple to moderately complex clerical work in support of efficient and effective Tax Assessor’s Office operations
This class works under close to general supervision according to set procedures but determines how and when to complete tasks.
Essential Duties
- Provide prompt, efficient, and responsive service to all departments, tax payers and the public.
- Interacts with the public constantly covering the front counter performing customer service. Communicates with the public, realtors, attorneys, co-workers, supervisors, surveyors, etc. to provide and exchange information of public records.
- Performs general clerical work as required, including but not limited to data entry, typing reports and correspondence, completing forms, copying and filing documents, sending and receiving email, processing mail, etc.
- Plans and organizes daily activities to identify and process real properties for classifying properties, property exemptions, building permits, mobile home permits and inquiries.
- Processes applications and determines eligibility for Legal Residence and Agricultural exemptions based on current South Carolina tax laws.
- Determine the Class, ratio and various tax exemptions for properties based on current South Carolina tax law.
- Review files to ensure property information is correct. Proofread and check information for accuracy and completeness. Update information in Cama System.
- Process Appeals. Log appeals, process appeal notices and communications, schedules and reports. Coordinating appeals from tax payers to be reviewed by Appraisers. Communicate with tax payer regarding the outcomes and any questions they may have. Preparing cases/information for County Board of Assessment Appeals as needed.
- Process Agricultural exemption worksheets, Roll Back Taxes and Tax Roll Corrections
- Creates and Maintains records of all daily correspondence and uploads into property files.
- Answer and direct incoming phone calls
- Daily mail duties. (Incoming, outgoing, time stamp)
- Pull & refile records from the Records Room.
- Perform basic daily routines including but not limited to: disinfecting and keeping the office presentable.
- Assists Assessor, Deputy Assessor and Real Estate Appraisers as needed.
- Performs related work as assigned.
Minimum Education and Experience Qualifications
- Highschool Diploma or GED or specialized vocational training.
- Knowledge and experience with Excel and other Microsoft Office programs
- Ability to read and understand permits, interpret blueprints, maps, property descriptions, leases, deeds, death certificates, contract of sales, and other legal documents.
